A CityNoise, we have developed an affinity for neglect places and things. Which makes the high line a little annoying. (Read more here: Its the talk of NYC this week. There are even limits on the amount of people that can go on it at one time But its not really that crowded--least not at 9AM on a cloudy Sunday morning! Its not urban decay, its not neglected.
