Peter: this is a pretty thought provoking topic, and definitely one that prompted me to also think of the {bronx}... check this: [[http://en.wikipedia.org/wiki/The_Bronx#The_Bronx_in_the_movies]] apparently, it had alot to do with arson-for-insurance fraud... which would certainly parallel with the fiscal......
