There should be a picture of the other side of the building or even across the street (http://brownstoner.com/brownstoner/archives/Eastern%20Parkway.jpg) This school is near the Brooklyn Museum and the Brooklyn Botanical Garden. The barbed wire is to probably there to keep the expensive equipment in.
