Peter, I can only assume that they're some sort of prayers or wish notes. It looked like they could be purchased at the temple office that was off at the other side of the temple enclosure. I didn't see anyone in there so I didn't have a chance to ask questions.
The main temple building was being renovated or something. Here is my only other picture of the complex I took where you can see some work being done.
