this would have so been torn down in 3 seconds in san fran... where $400+ dollars is handed out each month, very few questions asked, to homeless & welfare recipients who live in the county. mayor then city counsel/supervisor newsom introduced 'care not cash' which pissed off many but has been one of the few decent changes under his regime.
