Why the nation which develops these architectural masterpieces has difficulty controlling terrorists on its own land?

that is because there is a difference between building architectural masterpieces and controlling terrorism. And the complications further increase, when the militants are indirectly supported to fight back by enemies residing outside the country premises.
How ever, for good faith.
