I know its hard to believe, but its conceivable that that entire ground-floor is full of several feet of water, and the areas where you're seeing it freezing are the one or two places where its managed to flow over/through the door frame or window glazing, otherwise, you'd have icicles above the door and window too. And my, look at all that water/ice on the sidewalk. Somebody's got a pretty major wintertime plumbing emergency on their hands, regardless. "joe the plumber" is right, you can actually hear what sounds like a waterfall inside the entire ground-floor of the building. the frozen door, pictured above, had been popped open with a crowbar (the door-facing was ripped up) and a lot more ice had accumulated:
