I remember going to South korea once.
When I went in a washroom in the incheon airport, I saw this paper taped to the wall, saying "this janitor responsible for washroom".
I thought it was pretty sad because it seemed like the paper was well typed and written.
Because i'm an immigrant, I would think that other immigrant wouldn't allow their english to be said so badly. : )

Those papers normally have a picture of the janitor attached. You likely saw a torn or damaged version.
