It is the old-fashioned, Toronto-specific TWW (Toronto Water Works) cast type and the newer one is generic. It seems as though the new hydrant is connected to a new watermain that has not been connected underground yet. So they connected the new hydrant to the old one which is still connected to the old watermains. That way they can get water into the new line.
