The picture is OF San Francisco. After all, what cities besides San Francisco would stencil "San Francisco Public works" on their wooden barriers?
The pastel colours and what looks like the telltale stair-like outline of slightly shifted cinder blocks suggest to me that this is a mural of some sort.
I will guess either San Diego or New York.
And now, I will play with Google...

I figured as much. I would not have guessed WDW, but I was pretty sure it was a mural outside the San Francisco area, and somewhere that you travel, which narrowed it down to the rest of California, Arizona, New Jersey, New York and Florida.
