i tried that; the spraypaint bleeds through the drawing paper pretty badly.

yeah, make everything nice and clean so nobody gets any ideas about creativity. art is for criminals and the insane! we can't have any of that in post-911 nyc! only cops, starbucks, and for the love of god, NO DANCING!
