Bike Trail for Drunk Drivers

I was thinking that this was another example of a society that cannot afford enough doctors or school textbooks spending my tax dollars on a questionable art piece. I can think of so many potholes where this asphalt would be sorely needed. But unicycles? Hmmmm, could this piece actually have a functional value?
