In 2003 I was exploring Boston by bicycle, (an ideal way to explore cities btw). These boaters are in some locks waiting for water levels to settle so they can go out toward Boston Harbor. They are underneath the bridge featured in this article. I was riding across the lock doors, on the pedestrian/bike path that connects when the lock doors are closed.
