That is a W.P.I.V. also known as a Wall Post Indicator Valve.
The glass window on the valve has a "target" that will indicate OPEN or SHUT , the function of the valve is to be able to shut off the main water supply to the fire sprinkler system. Used if there is no access to the fires sprinkler mai control. Comment on this article..
