Fire Department Water Cut Off Valve. Photo taken on the patio at Rudyard's British Pub.
I really have no idea what kind of valve this is. If you can identify it, please do.

Ahhhh! There is the southern terminus of the transatlantic Guinness pipeline. I always wondered where it went. 5000 miles of warm bitter on tap.

That is a W.P.I.V. also known as a Wall Post Indicator Valve.
The glass window on the valve has a "target" that will indicate OPEN or SHUT , the function of the valve is to be able to shut off the main water supply to the fire sprinkler system. Used if there is no access to the fires sprinkler mai control.
