This is apparently some sort of alarm-testing box (most likely involved with the fire-alarm pull-boxes stationed in the neighborhood) for use by the Newark Fire Department.
It reminded me of this.
I tried opening it, to see what was inside, but it was rusted shut...

i think a small gnome lives inside of the box. if you pas the test of opening the box he hands you a golden key and a box of twinkies

i like that idea.
it's nicer than dogs with eyes the size of saucers, cartwheels, windmills etc.
