I always envision an older gentleman with a sinecure job that visits all of these in turn. Inside the box is a water bubbler and a small glass. He tastes, smacks his lips approvingly, nods to himself, and bicycles on to the next sampling station.

(Actually, I'm sure it's nowhere near that colorful.)

hahahaha, nice image, vidiot.

ive seen these open once or twice, with DEP folks poing about inside. seems they contain a glass curet device that allows a sample to be drawn from the water main in that neighborhood, and tested for bacteria content in a portable spectrometer they drive around with in the back of their van...

ive never gotten a good look, though, and ive never seen them in action while i had a camera handy- now ill have to keep my eyes peeled!
