(a personal favorite: "It is against the law to use private property to avoid traffic control devises.") I believe that it's the client. The client would surely complain if the maker got it wrong and order the signs re-done. If the client insists that he wants "owners expensed" despite the client and his spell-checker's objections, the client shall have "owners expensed".
