With all the bad signs around here, I always wonder if it is the sign maker or client who doesn't have complete command of the English language.

I see things like this everywhere.
(a personal favorite: "It is against the law to use private property to avoid traffic control devises.")
I believe that it's the client. The client would surely complain if the maker got it wrong and order the signs re-done. If the client insists that he wants "owners expensed" despite the client and his spell-checker's objections, the client shall have "owners expensed". The customer is always right, as they say. :-)
