They get shopping carts to lock up by installing an RF receiver attached to a locking mechanism on one of the wheels. When the cart is taken to the property line a signal is transmitted to the receiver tripping the mechanism.

I'm guessing it works like those pet collars in that there's an antennae buried in the pavement that signals the receivers.

Either that or the units have GPS receivers and trip when they cross certain coordinates.
