I wonder, if the city doesn't specify a use, can there be a violation of ordinance? Can I go behind the chain and do whatever I want?
You could argue that it's reserved for infinity or nothing.

obviously, that space is reserved for... Los Angeles Municipal Code Section 63.44.B.7, duh!
